Academician Liu Yunjie, with his expertise in communication and information system, graduated from Peking University with a bachelor degree in 1968. He has served as Director of Institute of Data Communication of State Ministry of Posts and Telecommunications, Deputy Director of the General Administration of Telecommunications; Director of the Bureau of Data Communication of State Ministry of Posts and Telecommunications; Dean of the Institute of Postal Science Planning and Research of the Ministry of Posts and Telecommunications, as well as Chief Engineer and Vice-President of China Unicom. He is currently the Director of Science and Technology Committee of China United Telecommunications Corporation.
Liu Yunjie has taken charge of many key scientific research projects in the field of data communications, where he has made many important achievements. He has played the leading role in design, establishment and operation of the national public data network, computer Internet and high-speed broadband network, thereby laying an important foundation for China’s informatization development. He has also led the design and operation of China Unicom's “multi-service unified network platform”, which is a successful large-scale practice for the next-generation evolution of network, achieving remarkable social and economic benefits: solving such problems as IP network which used to be uncontrollable and unmanageable, and its inability to guarantee QoS; and technical problems as the provision of multiple telecommunication, Internet and video services simultaneously on the basis of one network platform, providing feasible solutions for the integration of the three major networks in China.
He has won one first prize of Scientific and Technological Progress Awards at national level, and two first prizes of Scientific and Technological Progress Awards at ministerial level, as well as two national patents. In 2005, he was elected as Academician of Chinese Academy of Engineering.
Academician Gao Wen, received his PhD of Electronic Engineering from the University of Tokyo, Japan in 1991 and serves as Chair Professor of Peking University's Boya Postdoctoral Fellowship program, Director of the Department of Information and Engineering Science, Director of Peng Cheng Laboratory, President of the China Computer Federation, President of the China Strategic Alliance for Technological Innovation in the Artificial Intelligence Industry and Member of the 10th, 11th and 12th CPPCC National Committee.
Academician Gao Wen has long been engaged in computer intelligent algorithm and system research, making important contributions in the fields of efficient video coding and decoding algorithms and standardization, image retrieval technology, video analysis technology, facial recognition technology, sign language recognition technology and so on. He has won one second prize at the National Technological Invention Awards and five second prizes at the National Scientific and Technological Progress Awards successively. In 2009, he was elected as IEEE Fellow for his contributions to object-based video representation and scalable video coding technology and standardization. In 2010, he was awarded the Wang Xuan Award by the Chinese Computer Federation for his outstanding achievements in audio and video coding and decoding theories, standards and applications.
Academician Gao Wen was elected as Academician of the Chinese Academy of Engineering in 2011. He was elected as an ACM fellow at the end of 2013, for his contributions to video technology and his leadership in the development of computing in China.
Academician Fang Binxing graduated from Harbin Institute of Technology with his PhD in 1989. He currently serves as leading academician of Cyberspace Security Research Center in Peng Cheng Laboratory and Chief Academic Consultant of the School of Computer Science and Technology of Harbin Institute of Technology, Shenzhen.
He served as Director of the National Computer Network and Information Security Management Center, President of the Beijing University of Posts and Telecommunications, Chairman of the Cybersecurity Association of China and Vice-President of the China Computer Federation and China Communications Society. He has won four first/second prizes at the National Scientific and Technological Progress Awards successively, and more than ten provincial and ministerial awards for scientific and technological progress. He has also published three books. He was elected as Academician of the Chinese Academy of Engineering in 2005.
