PCL’s Brilliant Show at the 2020 Convention on Exchange of Overseas Talent

The 2020 Convention on Exchange of Overseas Talent and the 22nd Guangzhou Convention of Overseas Chinese Scholars in Science and Technology (OCS), co-sponsored by the Ministry of Education, Western Returned Scholars Association ( Chinese Overseas-educated Scholars Association) and Guangzhou Municipal Government, was held at Guangzhou Baiyun International Convention Center from December 18 to 19. As the largest and most influential platform of its kind in China for overseas talents, OCS has attracted more and more top talents in the world to come to China and contribute to technological innovations over the years. This year’s theme is “Talent, Innovation, and Win-Win” and the 2020 OCS adopts the form of “online + offline + overseas sessions” to further promote the exchange of overseas talents and technological innovation in response to the impact of the pandemic.
OCS has become an information exchange platform among Chinese overseas talents since its inception in 1998. PCL has been proactively responding to the development plan and technological innovation in the Guangdong-Hong Kong-Macao Greater Bay Area, and hence was invited to showcase the achievements in overseas high-caliber talent recruiting at this Convention. As the highlight of the Convention, the high-level forum—“Next-generation Information Technology Forum for Overseas Young Talents" was held in the morning on December 18. The Forum featured representatives of the young scholars in PCL who have studied and worked overseas for many years before joining PCL to share their researches related to hot areas in next-generation information technology.
PCL’s Executive Deputy Director Professor Peng Zou and CAS Academician Professor Zongben Xu attended the Forum. Professor Zou first introduced PCL’s innovative institutional mechanism, structure of the talent team, key research themes, and the construction of permanent home base. Dr. Hongning Kou, Head of the Office of International Affairs then briefly introduced PCL’s various measures on recruiting outstanding overseas talents, international academic exchanges and collaboration with top international universities and institutions. Scholars from PCL’s key research centers delivered speeches on hot research topics including AI technology, multi-agent forage technology and future network structure. In the following Panel session on “Research on Innovation”, Professor Zou and four young scholars returned from overseas shared their experiences on what overseas professionals were most concerned about: the industry development trend of information technology, PCL’s environment and policies for overseas talents, and the global talent development path.
PCL’s exhibition at the Convention displayed comprehensively its vision and mission, overall environment, large-scale scientific facilities, overseas talents team, talent policies, international exchanges and cooperation through video, and attracted a great number of outstanding talents at home and abroad to the booth on site.
The two-day convention provided a great platform for international talents to gain an in-depth understanding of the environment for innovation and entrepreneurship, talent policies, and scientific and technological innovation achievements across China. More importantly, it opened a new door for PCL to recruit international talents. PCL will continue to best utilize the strength of its innovative institutional mechanism to gather more outstanding talents in information industry and build the high-quality international team to fuel the advancement of next-generation information technology.
